I Google'd this, lmfao as I'd never heard of that before. That is unbelievable! Can a state court even overrule a federal standard?

yes it can... but htis isn't an overruling of a federally mandated standard;
IIRC, in the US the crash standards are federally mandated - but it's up to each state to decide what else makes a car legal or illegal.

Even in Canada standards are different from one province to another;
what is legal in Alberta isn't necessarily legal in Ontario...

my truck is 10x cheaper than my car. didn't need a safety and they didn't ask me if it has any modifications. I asked about moding a car and they said if you change to something completely different than what came on the car then you would get charged double. ex. adding a supercharger or turbo to a N/A. that would classify you as highly likely to race the vehicle. if your car came stock with the supercharger or turbo then your insurance wouldn't go up. hence why I hunted to the supercharged cobalt. I can turbo it and say it was the first year the turbos came out. or say it was like it when I bought it.

Insurance companies can deny you a claim if they see that you have modified the vehicle and not told them so that they could adjust your policy to account for the aftermarket items.

Awesome!!

There's a nice SS454 near my house btw, I think the guy only bought it a month or two ago.
(I think he also bought it with the "SS 454" vanity plates!)

I thought in Alberta, for tail lights to be legal you have to be able to see them from 200 feet away

although there is a degree of ambiguity, for the most part, the way I've come to understand it, those types of law amendments are there for customs ect.;
As far as a factory tail light, as it had been explained to me, modifying the brightness or colour of the tail light in any way makes them illegal.

If you get a ticket for tinted tail lights, I highly doubt that it would be thrown out becasue you can prove that the light can be seen at 200ft.

The deal is that often cops will not cite you for it becasue by itself, it's a small infraction akin to snow on your license plate...
Will that infraction be used to pull you over - maybe...

stock tail lights meet the required light output (not the same as how far away you can see them) and don't leave much room for modification

I have one

generally if it's an isolated deal, or small things it takes something (absurd) like 25 start cycles to "erase" - but it will remain there for future reference for anyone who scans the car.
